Introduction & Actions of the EPAH Network
Energy Poverty has been recognized as a policy priority by various institutions of the European Commission [EU], and mainly through the legislative package 'Clean Energy for all Europeans'. As part of the EU's effort to tackle Energy Poverty in European territories, the Energy Poverty Observatory (EPOV) was created in 2016. EPOV aims to improve the measurement and monitoring of Energy Poverty, and to share knowledge and best practices about it .
EPAH was "born" on November 23, 2020, from the announcement of a European Public Contract of the EU, which aims to provide Technical Assistance to Local Authorities for the implementation of sustainable solutions to address Energy Poverty. The Network is coordinated by the Climate Alliance. Leveraging the experience gained from EPOV, EPAH adopts an action-based approach, thus creating a space for collaboration and exchange of views for local and regional authorities planning measures to tackle Energy Poverty, while pursuing a just and equitable transition .
The aims of EPAH Technical Assistance are to:
- Creation of an advisory hub in Brussels, providing technical assistance (research, guidance, good practices, events) to Local Authorities to plan and develop measures to tackle Energy Poverty and contribute to the just transition,
- Creation of a European Observatory for the collection and analysis of data on Energy Poverty, and the regular updating and cooperation with the Directorate-General for Energy of the EU,
- Creation of National Contact Points of "Antennas" for Technical Support in the EU (among them the Cyprus Energy Office for Cyprus), and implementation of relevant actions.
